US budget bill submitted to Bush includes road repair- -will he veto?

The whole process of what they call a budget here in the US is rediculous because the budget is restricted to the money available. You would think that makes sense-- but on a federal level, it does not make sense. You see-- in a federal sovereign government, the way it's SUPPOSED to work-- is that the federal government should be able to create public credit for long term infrastructure. I'll continue to study the problem here.
