Weather control works-- the question is to what extent?

Here's a little piece on the plans for more weather control. [+]. What has occurred here is that the ability to seed clouds has been used not for agriculture but for military purposes. The overall solution is that we have to moniter the military more closely because the technologies are being used against us. It seems pretty hopeless on one level-- but given the overall plan to reduce the population of the world to less than a billion-- we might not have a choice. The situation becomes one where we are forced into the world of ideas-- and where we absolutely must be epistemologists every day-- how do we know what we think we know? The alphabetical blog is one way to make some headway on seemingly intractible problems. This article mentions over 2,000 weather control missions in Viet Nam which is the first I've heard of that. They were able to make the enemy's roads muddy by seeding clouds. It seems the first question some people as about new tech is "how can we weaponize this"?
